What kind of child care is available?

There are many different child-care choices available and the quality of individual programs can vary widely. It is your responsibility to choose the right child-care operation and place for your child, where they will learn and thrive. In Texas, the following types of operations are available.

Listed Family Homes:

People who must list with the division are those who are compensated to provide regular child care (at least four hours per day, three or more days a week, for more than nine consecutive weeks) in their own homes for 1-3 unrelated children. After receipt of an application and licensing background check clearances, a certificate is issued. The listed family home caregiver must be at least 18 years old. However, there are no minimum standards, orientation or training requirements for listed homes. They are not inspected unless a report is received alleging child care is offered subject to registration and reports of abuse or neglect are investigated.

Registered Child Care Homes:

All types of licensed facilities have published standards they are required to follow and are routinely monitored and inspected. The application process requires that the licensed operation provider receive orientation and background checks are conducted. A license is issued after licensing staff completes on-site inspection (s) to insure minimum standards are met. Facilities are inspected every 5-12 months and if a report is received related to child abuse/neglect or standards violations. Licensed Facilities include day care centers, homes and 24 hour child care services.

Unregulated Provider:

These are stay at home moms, providing care in their homes.They have no background check clearances, have no type of certificate issue. They do not follow any type of minimum standards, nor do they have any orientation or training requirements established. They are not inspected unless a report is received alleging child care services are offered or reports of abuse or neglect are call into child care licensing.



How to Start a Child Care Business

If you are interested in starting a child-care business in your home or at a center outside your home, here is what you need to do to get started.

Step 1
Review the types of care and consider which is appropriate for you.

Step 2:
Contact the local
Child Care Licensing office of the Texas Department of Family and Protective Services nearest you. Let staff know you are interested in starting a child care business and would like to request an information packet. Also, let staff know whether you are interested in starting a business in your home or at a center outside your home.

The contents of information packets contain information you need to read, before you start your daycare business:

  • Read the application and all forms enclosed in the packet.
  • When you received the packet, call child care licensing to register for an orientation sessions.
  • Take C.P.R. and first aid Course.
  • The packet will contain contact information for local Child Care Licensing staff or offices.
  •   Learn about child care regulations.
Step 3:

While you are waiting for your information packet to arrive, you may want to contact your local city/town government to see if there are any ordinances you will need to follow regarding issues such as zoning, fire safety and related inspections, and food service permits and inspections.

Step 4:
Familiarize yourself with the state's minimum standard rules for center and home based child-care businesses.
